RBX is apparently not happy sharing the title of X in the rap game. The narrator had a few words to say about Xzibit: "I'm gonna bring out an album called Destruction of Mass Weapons goin after Xzibit. I been seeing posters and billboards advertising his little "Weapons of Mass Destruction" album, calling himself X, when everyone knows who the real X is. I'm takin him out!" The album should be out by the end of Summer.

RBX's album "The Shining" is also set to drop this month, which he describes as "hardcore like I was on The Chronic album." The album features a track with MC Eiht, and others.

Notorious B.I.G. Wrongful-Death Suit Can Go To Trial, Judge Rules

Ever since the unsolved murder of Notorious B.I.G. seven years ago, there have been numerous theories about what really happened — and one of those theories, which points a finger at the LAPD, is about to get tested in court.

The rapper's mother, Voletta Wallace, and his widow, singer Faith Evans, along with other heirs filed a wrongful-death suit two years ago in federal court against the city of Los Angeles as well as former and current LAPD police chiefs, and it's just been cleared to go to trial.

The lawyers on both sides have been quietly arguing motions in pretrial for the past two years, but the lawyers representing the estate of the rapper, whose given name was Christopher Wallace, just prevailed in a hearing held on June 21, with the court denying a motion to dismiss the case. Attorney Perry Sanders called this victory "huge" (see "LAPD Chief Interfered With Biggie Murder Probe, Suit Says").

"The motion to dismiss alleged that we couldn't possibly prove to a jury that [former officer] David Mack acted under the color of law even if we proved he committed the crime," Sanders said. "The judge, after reviewing the totality of the circumstances, determined that a jury could find that Mack acted under color of law if they determined he did the crime."

This issue of "under color of law" — which means committing an act with the authority of the law, or at least supposed authority — becomes the heart of the case, since Mack, the accused police officer, was off duty on the date of Wallace's murder. According to the theory behind the suit, Mack conspired with a man named Amir Muhammad to murder Biggie (see "Ex-Police Officer Suspected In Notorious B.I.G. Shooting"). But instead of investigating, disciplining and/or prosecuting the officers involved, the suit alleges, various LAPD chiefs "intentionally, willfully and recklessly delayed and stopped the investigation" to protect the force and the city (see "The Death Of Biggie Smalls On The Week In Rock").

According to the summary judgment filed in U.S. district court in California's Central District on June 30, the investigation into Wallace's murder indicates that the suspects had access to non-public information that would have been available only to police officers, including the surveillance of the rapper, the composition and location of police officers at the Petersen Automotive Museum where the rapper was attending an afterparty for the "Soul Train" Awards, tactics used by the police in protecting large events, tactical frequencies used by police radios, the location of the rapper's car and his exit plan, and how the police officers would respond to the shooting. "In addition, it appeared that police radios were used to monitor the location and response of law enforcement to the shooting, as well as to facilitate escaping after the shooting, concealing the vehicle, and disposing of the weapon," reads Judge Florence-Marie Cooper's summary judgment.

As to the issue of whether these actions occurred with the LAPD's authority, the court decided that this is a "triable issue of fact." The issue of "color of law" doesn't require the action to be authorized, but only that it was made possible because the position is abused. "To find that color of state law was present, the police officer's actions must have been performed while the police officer was acting, purporting to act, or pretending to act in the performance of his or her official duties," the judgment reads. "In contrast, an off-duty police officer who neither acts in accordance with police regulations, nor invokes the authority of the police department acts as a private citizen."

However, the fact that Mack was off duty on the night of Wallace's murder, the court ruled, "is not controlling." Mack could have abused his official authority, and purported authority, to access the non-public information, and he could have accessed police radio communications using an LAPD radio, which he could only do by using his position as a police officer. "It is the nature of the act performed, not the clothing of the actor or even the status of being on duty or off duty, which determines whether the officer has acted under color of law," the judgment reads.

Mack is currently serving a 14-year federal prison term for robbing a bank in 1997 and has made no secret of his association with the gang the Bloods. Both Mack and Muhammad have previously denied involvement in Wallace's murder.

The wrongful death suit goes to trial on October 5.

Yo Gotti & Block Burnaz Ink Deal With Cash Money Records

Baby, the co-CEO of Cash Money Records in New Orleans who helped put Dirty South hip-hop on the map, is out to continue this trend, and this time has Memphis in the mix.

The label announced last week that Yo Gotti proteges the Block Burnaz are signed to the Cash Money Millionaire rap family. Gotti, a member of the five-man group, ventured out first and has signed with leading indie label TVT Records. His hit single "Shawty" has ripped the airwaves.

Now the Block Burnaz and Gotti are working hard on projects.

"We all grew up together," Gotti said. "They've been with me from day one and now we are standing beside each other growing. I am proud of all of them. We're about to do some stuff, you know what I mean?"

Baby, whose real name is Bryan Williams, said in a conference call last Friday that that is exactly why he signed the group that is made up of 22-year-old Gotti, 23-year-old Trizi, 25-year-old Shane, 22-year-old D'Nero and 22-year-old T-Stit -- all childhood buddies from North Memphis. Last week, the Block Burnaz went to New Orleans to spend some time with Cash Money and work in their home studio.

"They're hungry and from the ghetto just like me," Baby said. "They got the look, they got the brains and this all rolled together with the Cash Money machine will make them superstars."

Cash Money's multimillion-dollar deal with Universal Records in the late '90s was unprecedented in the rap world, and helped the company launch the careers of platinum-selling rap artists from Lil Wayne to Juvenile and the Hot Boyz.

Baby said the Block Burnaz remind him of the now disbanded Hot Boyz, which included Juvenile and Lil Wayne.

"The Block Burnaz are the new Hot Boyz," he declared.

He said it's a joint-venture deal, meaning the group has a voice in their music.

"When I got into the game, record companies were raping youngsters in deals and joint venture wasn't a thing that was done and the young guys ended up broke," Baby said. "In the joint venture the Block Burnaz will be breaking new deals and working with us to take all of this to the next level.''

Artemis 'Peppa' Williams, Gotti's manager, helped broker the deal for Gotti and the Block Burnaz.

"This is huge for Memphis," Williams said.

Shane said they are working to drop their Block Burnaz album ASAP, and are making plans to shoot the video for Gotti's single "Shawty," on which the Block Burnaz perform.

"We're on and poppin', " Shane said.

Master P has expressed plans to do a sequel to one of John Singleton’s classics. “Right now, I’m working on Boyz In The Hood part two,” Master P said in a recent interview. “I want to take it to the next level because it’s a culture thing.” According to the New Orleans bred entrepreneur, he’s currently in the process of securing the rights to the 1991 release. As of yet, there is no date for production to start but Master P seems set on making it happen. “That movie was really serious to our community and had a message.”

Xzibit was one of many acts at this years MTV Hip Hop Open in Germany.

Other artists who made the trip this year were Cypress Hill, the Ying Yang Twins, Fatman Scoop, Masta Ace, and Camp Lo.

Xzibit confirmed the release of his next album, "Weapons of Mass Destruction" will be sometime in September of this year.

Not much else is known about the album at this time, except it looks as if Dr. Dre will not be on board executive producing the album this time.

Instead, Sir Jinx will be backing Xzibit up behind the vocals.

Xzibit's first single off the album, "Ride And Smoke" featuring Pastor Troy, is out now.

Last Emperor Speaks on Eminem Again



"...I am writing this message to the universal Hip-Hop community in response to several reactions I have been made aware of, regarding the verse I delivered on the Sicamore Mixtape.

As many of you are aware, the content of the verse was my response to hearing a song being circulated in my community where the artist known as Eminem expressed some negative views of black women. Hearing the song hurt me deeply and reaffirmed my belief that America and its inhabitants, still have a great deal of work to do toward eliminating racism, and racist attitudes. I realize now that I can not excuse myself from this phenomenon, yet before anyone condemns me for releasing the pain that I felt, allow me to explain from whence it came....

Like many other Hip-Hop fans across the globe, I too have been a fan of many of Eminem's song. On an even more personal note, I have had the opportunity to be in this man's presence as we both ventured into the grueling, sometimes dangerous caverns of underground rap in the Late 90's. Seeing his commitment to Hip-Hop culture first hand, I felt that he was a legitimate artist in a realm where obviously African-Americans and Latinos have been at the forefront. It never mattered to me personally that he was of Caucasian decent and a part of the Hip-Hop community. He was skilled, and to me that is all that matters in terms of criteria of an emcee. I found myself defending him in certain circles both in and outside the Hip-Hop artists' community, while many of my peers would express discontent with his rise in the rap world. Most important of all, I have expressed in two major Hip-Hop publications that the biggest accolade I had for Eminem came from the fact that he seemed to always be respectful of Black and Latino Culture - which has, and always will be synonymous with Hip-Hop Culture.

This is why I was tremendously hurt when I heard the remarks presented in the song disrespecting black women. This is why I felt compelled to respond. As an outspoken member of the Hip-Hop community, self-contained lyrist, friend, brother, uncle, and son of many African-American women, I felt compelled to address, what in my opinion, was another attempt by some of our respected African-American leaders to sweep under the rug, negative racial comments made by popular figures (i.e. john wayne, elvis presley, etc). I felt that this was happening when I heard some of the responses by others to the song. I am writing this now because I do not wish to be added to this list.

Looking back with hindsight, I realized the harshness of my words in the freestyle and even though I was responding to hurtful words being thrown towards women in my community, to respond with hurtful words myself makes me no better than my oppressor. I now realize that there are sinister forces at hand behind some of the most pivotal occurrences of conflict within the Hip-Hop Community. I pray that I have not fallen into the deadly trapped placed by these forces. These conspirators against Hip-Hop have instigated conflicts between certain artist in order to see this powerful medium of expression cancel itself out.

I would like to state for the record that if Eminem truly does not have the same negative views towards African-American women, and has atoned for those comments, then who I am to condemn the person he is today. If Russell Simmons and Kevin Muhammad only desire to keep peace within our culture, then I must make the same commitment. To my fans of Caucasian descent, I apolgize if my comments seemed blanketed to include any group of people. As a descendant of the first humanoid life form that lives on this planet, I realize that we are all a part of one, universal consciousness. And like all families, we experience triumph and tragedy, pain and pleasure, conflict and reconciliation. Through my music, I have been admired and accepted by all the flavors of humanity, and wish to continue this experience. From this point forth, I shall strengthen my commitment to reinforcing and channeling the true spirit of Hip-Hop Culture in to creating universal harmony on this planet as well as all other worlds. I thank you for your attention and patience with me."

Percy “Master P.” Miller was among five players cut from the Denver Nuggets summer league, just before the team’s second practice.

According to reports, the mogul’s celebrity status made it awkward for assistant coach Scott Brooks to break the bad news.

“(Miller) thanked me and was very respectful,” Brooks told the Denver Post. “I was impressed. I heard some questionable stories from other teams. He worked hard. But even he knew it and said he wasn’t in shape.”

The cut comes as new assistant coach and former Los Angeles Laker star Michael Cooper joined the team, after serving as head coach for the WNBA’s Los Angeles Sparks.

Miller was signed with the American Basketball Association's The Las Vegas Rattlers in addition to the Nugget and the Hornets and a variety of semi-pro teams. The rapper said that his tireless pursuit of playing pro-basketball was echoed in the name of his company, No Limit.

“Their aint No Limit to how we can overcome things,” Miller told AllHipHop.com in April. “Like me playing basketball, or that it’s for publicity, but I averaged 23 points a game in the ABA.”

Miller was on his way to college to play for the University of Houston in his younger days, when a knee injury sidelined him.

That is when Miller launched his influential record label, No Limit.
